State law mandates certain changes to the method used to determine academic eligibility for the HOPE Scholarship. Those changes will affect the high school graduating class of 2007 and all other students who begin college after April 30, 2007. One of the major impacts of this change is that all Georgia high schools are responsible for transmitting transcript data for all graduating seniors to GSFC.

GAcollege411 will provide the electronic transport mechanism that enables this process to happen. In addition to providing the ability to calculate HOPE eligibility, the electronic transport mechanism will allow students to release their transcripts to colleges to which they apply for admission through GAcollege411.

While implementation of this new process is down the road, there are certain things that you need to be aware of. The following information is meant to answer some of the questions that you may have about the new process.

What is the Electronic Transcript Exchange?
The GAcollege411 Electronic Transcript Exchange is provided free of charge to all Georgia students and families, high schools, and colleges and universities. The process starts with your high school enrolling in the GAcollege411 Electronic Transcript Exchange. Transcript extraction software is provided by the System to upload students' electronic transcripts and designate colleges for receiving this data. The Counselor Center, part of the overall System, is the interface for enrollment and access to the functionality that will allow your school to directly send electronic transcripts to Georgia colleges.

Why is this new process being put in place?
The primary reason for this new process is to adhere to the new standards for calculating HOPE eligibility passed by the Georgia legislature. In order to meet the new standards, a new process for receiving and analyzing student transcripts was required.

A secondary benefit of the new process is the ability for students to electronically release their transcripts to Georgia postsecondary institutions along with their admissions applications.

When will my school be asked to participate?
All Georgia high schools will be "online" with the new transcript process no later than January 2007. We are currently in the development and testing phases for the different software extracts that will be required for the different School Information Systems (SIS) throughout the state. As each extract completes the testing phase, the high schools will be addressed depending upon the SIS that they use.

Prior to enrollment, your school will be asked to designate someone to serve as the primary administrator to handle the enrollment process, who in turn creates and manages access accounts and assigns user rights; this allows the high school to effectively control access to the school's transcript data on the GAcollege411 Electronic Transcript Exchange.

What will I need to do?
If you are designated as the primary administrator, you will be included in all of the activities that engage your school in the transcript exchange enrollment process. After your school is enrolled, we will work closely with you to install and test the software that will allow you to upload, manage, and send your student transcripts. We will even train you so that you are comfortable with all aspects of the Electronic Transcript Exchange process.
